I'd say Vita is best all around because it has Adrenaline which allows it to run pretty much everything that PSP would on top of it's own native apps. It also has a way better screen. I can't really think of any reason a PSP would be better. 3

The PC version of P4G is literally the best version of Persona 4 hands down since the Vita version was already better than the PS2 release and the Steam port has QoL improvements on top of that
